That'd be what I'm in the process of doing.. you might have noticed I mentioned I was relatively new to the game? No? Stop being so needlessly and unconstructively critical and pay more attention and respect to someone's learning process. I didn't even put barrage on my build until the ring of fire and the reason for it was just to provide general support until the other skills were needed.
Also, I've only just got factions, so Splinter Weapon will be tested alongside Barrage to see what the fuss is all about.
Really if people are just going to use this thread as an excuse to insult someone without teaching them anything, I'd rather it be deleted. I was going to be updating this thread as I gained skills and tested them, but what's the point if I'm showcasing it to elitists who would rather laugh from the gallery than actually be constructive?

Yeah and that's why I put it on there.. an easy to get damage skill. But since I've just got factions I should eventually get Splinter Weapon and test it out. I'll update the build with skills that better match the description, now that I've tested a lot and been taught some things by the less insulting members of this forum. Thanks.

I have to agree barrage is an easy way to deal reasonable amounts of damage, it's just not my favorite skill, so please dont be offended.. And yeh volley is very ncie because 1. you wont have to use up your elite and 2. your preps wont be removed (if im correct)
If i were you id replace barrage with magebane shot or broad head arrow. because of the name 'Skill Punisher' i guess your main goal is to disable skill (interupt), and those two skills are just really nice to disable enemy casters.. Just my thoughts, hope they are of some use for you

[wiki]Volley[/wiki] removes preps, just like Barrage. It would be godly if it didn't do that. Imagine running something like [wiki]Incendiary Arrows[/wiki] or even just [wiki]Ignite Arrows[/wiki] with it....

also for a new elite why not try either
[skill]broad head arrow[/skill]
[skill]Punishing shot[/skill]
[skill]quick shot[/skill]
those are pretty nice elites
allthough quickshot isn't great its pretty good for spiking with.
also try bringin the prep
[skill]Apply Poison[/skill]

[skill]Punishing Shot[/skill] looks like a good elite for what I'm trying to do with this particular build, although I wish I had nightfall for [skill]Magebane Shot[/skill], it looks like I'll have to settle. I'm still testing Factions skills so I'll give it more time before adding any to this build.
In the meantime, I've updated OP with Punishing Shot. Thanks for all the feedback, I always test suggestions in-game wherever possible.

Oath Shot would only help with Lightning Reflexes, you might want to check on [wiki]Dwarven Stability[/wiki]. I don't think Oath Shot a good skill to use in this setup.
Now that Barrage is out, you might as well bring a preparation, Apply Poison, Read the Wind and Kindle are good options.

Nope.
Volley = your 4 attacks worth of Splinter Weapon.
Non-Elite.
In conjunction with Epedemic + BHA (running splinter weapon on a hero) you've got AoE damage and spellcaster interrupt.
Barrage has been outdated by Volley.
